IconMasterXP is an icon converter. It converts 13 different image formats(.PNG, .BMP, .WBMP, .ICO, .TIF, .TGA, .PCX, .WMF, .EMF, .JPG, .JP2, .PNM, .PSD) into Windows icons and has some advanced editing features and wonderful special effects.
